- SRecommended, widest margin — Recommended, and won by 3 votes. That is as clear as any vote at this meeting got.
- ARecommended, narrow margin — Recommended, but won by only 2 votes with members sitting out.
- BNot put to the committee — Widely sold, but not on the agenda at this meeting.
- FTurned down — The committee voted against it, by a single vote.
This ranks paperwork, not effects. Every place on this board comes from
how a committee voted, which is a matter of public record. It is not a ranking
of how well anything works, how safe it is, or what any study found. Nothing here
